How the CSLB exam works

How does the real CSLB Law and Business exam work?

The CSLB Law and Business exam is closed book and multiple choice, with four choices per question, and you get 3½ hours. You take it on a computer at a PSI test center and pay PSI $51.43 for each attempt. CSLB publishes neither the number of questions nor a passing score, and every license classification requires the exam.

The CSLB Law and Business exam at a glance, in CSLB’s and PSI’s own terms (checked October 2026)
RuleWhat CSLB or PSI says
Time3½ hours. PSI’s on-screen tutorial, up to 15 minutes, does not count against it.
FormatMultiple choice on a computer, four choices per question, “written to provide only one BEST answer.” Some questions require math, and a calculator is provided; you can’t bring your own.
Books and notesNone. “No reference materials may be used during the examination.” There is no penalty for guessing.
WhereIn person at a PSI test center: 20 in California and one in Wilsonville, Oregon. Law and Business is also given at PSI sites in other states. There is no online option.
Fee$51.43 per attempt, paid to PSI, first try or retake. Not refundable.
Number of questionsNot published by CSLB or PSI.
Passing scoreNot published. CSLB says the percentage needed to pass “varies for each exam.”
ResultsPrinted before you leave. A failing report shows your score and how you did in each section. Test questions and answer keys are never released for review.
Who takes itEvery license classification, even C-61 Limited Specialty, which has no trade exam.

Law and Business is one of two exams for most applicants; the other is the trade exam for your classification. CSLB lets you take them on the same day or on different days, and each has its own PSI fee. Reciprocity with another state can waive the trade exam, not Law and Business, unless you passed it within the last five years. The narrow exceptions, and what each section asks, are on our Law and Business exam guide.

What it covers

What are the seven sections of the Law and Business exam?

CSLB’s Law and Business study guide splits the exam into seven sections. Each has an approximate weight, from 21% for Contract Requirements and Execution to 5% for Public Works. The free test uses the same weights. Of its 20 questions, 4 are on contracts and 1 is on public works.

CSLB’s seven Law and Business sections, from study guide 13E-LAW (03-2026), for exams scheduled on or after December 1, 2021. CSLB marks the weights approximate.

Contract Requirements and Execution21%4
Employment Requirements20%4
Business Finances15%3
Safety14%3
Business Organization and Licensing13%3
Insurance and Liens12%2

The table is the map; the detail lives elsewhere. Our Law and Business exam guide walks through every subtopic CSLB lists under each section, and License Ladder’s 142 printed Law & Business cards turn them into something you can study 20 minutes at a time.

Why it feels different

Why does Law and Business feel different from trade work?

Because it tests running a contracting business, not doing the work. CSLB says the questions cover “business management and construction law.” By CSLB’s weights, 56% of the exam is contracts, employment and business finances.

Contracts and money

Contract Requirements and Execution (21%) and Business Finances (15%). CSLB lists bidding, cost control, project organization, contracts and payments, then cash management, budgets, taxes and financial reporting.

Your crew and your jobsite

Employment Requirements (20%) and Safety (14%): hiring, supervising and training employees, record-keeping and payroll, plus safety training and reporting and hazardous or unknown materials.

The license and the law

Business Organization and Licensing (13%), Insurance and Liens (12%) and Public Works (5%): how the company is organized and licensed, advertising and subcontracting, workers’ compensation and business insurance, liens, and prevailing wage, bonds and insurance on public jobs.

None of that is about how to build. Someone with years on job sites knows the work; this exam asks about the other side of it: the contract, the payroll, the insurance and the lien. That is learnable, and it is exactly what License Ladder is for: 142 printed Law & Business cards, digital study guides and a year of app practice with timed mock exams.

After the test

What does your Law and Business practice score tell you?

It shows where you stand today, section by section, and which questions to review. It can’t tell you whether you’ll pass, because CSLB publishes no passing score. That is what License Ladder’s readiness score is for: when it turns green in the app, you’re ready to pass.

  1. 1

    See your score by section

Your result shows how many of the 20 questions you answered correctly and how you did in each of CSLB’s seven sections. The sections with the most questions to review are where License Ladder will focus your study.

  2. 2

    Read every explanation

Each question comes back with the correct answer and why it is correct. That is a review the real exam never gives you: CSLB does not release its test questions or answer keys.

  3. 3

    Keep going in License Ladder

Study the printed cards and digital guides 20 minutes a day, and work the app’s practice questions and timed mock exams. Stuck on a rule? Ask the AI Exam Coach in the online system.

  4. 4

Book the exam when you’re green

Your readiness score turns green when you’re ready to pass. Green before the exam is also the first condition of the pass guarantee.

Other sites may quote a fixed question count or passing percentage for Law and Business. Those numbers are not CSLB’s. As of October 2026, no question count appears in CSLB’s study guide, its Examinations FAQ, its Get Licensed to Build guide or PSI’s candidate bulletin, and CSLB publishes no passing score: the percentage needed to pass “varies for each exam.” So this free test gives you an honest score, not a pass line.

Yes. When you finish the free Law and Business practice test, you see your score out of 20 and how you did in each of CSLB’s seven sections. Then you see every question with the correct answer and why it is right. The real CSLB Law and Business exam never shows you that. CSLB’s Examinations FAQ says test questions and answer keys are not available for review. A failing report gives only your score and a breakdown by section.

Yes, as often as you like, free and with no login. The free Law and Business practice test on this page brings back the same 20 questions, so a higher second score mostly shows what you remember from the first try. For more practice questions, timed mock exams and a readiness score that turns green when you’re ready to pass, use License Ladder’s app, included with Law & Business for $99.

Yes. The free Law and Business practice test follows the outline in CSLB’s current study guide, 13E-LAW (03-2026), which applies to exams scheduled on or after December 1, 2021: seven sections with approximate weights from 21% down to 5%. Its 20 questions are spread across those sections in the same proportions. The questions come word for word from the License Ladder app, so the free test is a sample of the same practice bank you study with in License Ladder.

The free one on this page isn’t a PDF. This CSLB Law and Business practice test runs in your browser, so it scores itself, shows your result by section and explains every answer, with no login. Its seven sections and weights come from CSLB’s study guide (13E-LAW, 03-2026). If you would rather study on paper, License Ladder for Law & Business ships 142 printed cards, with digital guides and a year of app practice.

Not from CSLB. CSLB’s Examinations FAQ says test questions and answer keys for its exams, Law and Business included, are not available for review, even after you test (checked October 2026). To practice, use License Ladder: the free test on this page has 20 exam-style questions from its app, each with the correct answer and an explanation, and the full app adds more practice questions and timed mock exams.

The CSLB Law and Business exam gives you 3½ hours. CSLB’s Examinations FAQ gives every exam 3½ hours, and PSI’s on-screen tutorial, up to 15 minutes, does not count against that time (checked October 2026). CSLB does not publish how many questions the Law and Business exam has, and its study guide says plenty of time is provided to answer them all. License Ladder’s timed mock exams get you used to working steadily on the clock before test day.

Only in person. CSLB’s Examinations FAQ says the qualifying exam must be taken in person at a PSI location. There is no online CSLB Law and Business exam. PSI has 20 test centers in California plus one in Wilsonville, Oregon. Law and Business, unlike the trade exams, is also given at PSI sites in other states (checked October 2026). Online is where you practice: this free test and License Ladder’s online system run in your web browser.

PSI charges $51.43 for each CSLB Law and Business registration, whether it is your first attempt or a retake, according to PSI’s candidate bulletin (checked October 2026). You pay PSI, not CSLB, and the fee is not refundable. After a fail you wait 21 calendar days to retest. For comparison, License Ladder for Law & Business is $99, less than two PSI registrations at $102.86, and it carries the pass guarantee.

No. The CSLB Law and Business exam is closed book: CSLB’s study guide (13E-LAW, 03-2026) says “No reference materials may be used during the examination,” and that includes the Law and Reference Book. A calculator is provided (you can’t bring your own), and some questions require math. Every rule, deadline and dollar limit has to be in your head, and that is what License Ladder’s 142 printed cards, digital guides and timed mock exams are for.

Yes. Every license classification requires the CSLB Law and Business exam, including C-10 Electrical and C-36 Plumbing. Even C-61 Limited Specialty, which has no trade exam, requires it, according to CSLB’s Get Licensed to Build guide. Reciprocity can waive a trade exam but not Law and Business, unless you passed it in the last five years. The rare waivers are explained in our Law and Business exam guide. License Ladder for Law & Business fits every trade.

Either works. CSLB’s Examinations FAQ says each exam is a separate fee and can be scheduled on the same day or at different times, so the order is your choice. Each CSLB Law and Business or trade registration costs $51.43 at PSI (checked October 2026). Results are good for five years, so if you pass one and not the other, you retake only the other. Book Law and Business when your License Ladder readiness score is green.

No. A practice test score can’t promise a pass on the CSLB Law and Business exam, because CSLB does not publish a passing score. CSLB’s Get Licensed to Build guide says the percentage needed to pass “varies for each exam.” Percentages you see on other sites are not CSLB’s (checked October 2026). License Ladder measures readiness instead: the app’s readiness score turns green when you’re ready to pass. Green is also the first condition of the pass guarantee.

Study with License Ladder as directed: the 142 printed cards and digital guides, plus the app’s practice questions and timed mock exams. Rebook when the app’s readiness score turns green, which is also the first condition of the pass guarantee. Per CSLB’s Examinations FAQ, a failing report shows how you did in each of the seven sections, and you can retake after 21 calendar days, inside your 18-month window. Each retake costs $51.43 at PSI (checked October 2026).

Yes, used as directed.
