How hard is the CSLB exam?

The CSLB exam is hard enough that many candidates fail. In fiscal year 2022/23, the newest per-exam figures CSLB has published for all candidates, its overall pass rate was 57% on Law and Business and 44% on General Building (B), counting retakes. Each exam is closed book, multiple choice and 3½ hours long, and most of Law and Business tests running a business, not building. Prepare with License Ladder, used as directed, until your readiness score turns green.

What is the CSLB exam pass rate?

In fiscal year 2022/23, CSLB’s overall pass rate was 57% on Law and Business and 44% on General Building (B). Those rates count every exam taken, retakes included, and CSLB says repeat failures pull them down. They are the newest per-exam figures CSLB has published for all candidates.

Those figures come from the exam data tables in CSLB's 2023 Sunset Review Report, where CSLB calls them the “Overall Pass %” for each exam. In 2022/23, 17,737 candidates took Law and Business and 7,243 took General Building.

The rates have stayed in the same band for years. From fiscal year 2019/20 to 2022/23, Law and Business stayed between 52% and 58%, and General Building moved between 40% and 53%. General Building had the lower rate in each of those four years.

The same report has a separate table for first attempts and retakes, with all CSLB exams combined. From fiscal year 2019/20 to 2022/23, 71% to 76% of first attempts passed, compared with 37% to 40% of retakes. That table is counted on a different basis from the per-exam table, so compare its first attempts with its retakes, not with the rates above. Retakes pass far less often, which is why License Ladder has you study until your readiness score turns green before you book.

Other busy trade exams were also below half. In fiscal year 2022/23, every CSLB trade exam with more than 1,000 candidates had an overall pass rate below 50%, from 38% on C-27 Landscaping to 49% on C-10 Electrical.

No newer per-exam figures for all candidates are out. As of 19 October 2026, CSLB's 2024 and 2025 Accomplishments and Activities Reports and its September 2026 Board packet give no newer pass rates for all candidates. The 2025 report gives before-and-after rates only for the Spanish versions of ten exams.

Why it can surprise tradespeople

Why can Law and Business catch experienced tradespeople off guard?

Because most of it tests running a business, not doing the work. By the weights in CSLB's Law and Business study guide, about 56% of the exam is contracts, employment and business finances.

CSLB's seven Law and Business sections, grouped by what they test. Weights from study guide 13E-LAW (03-2026); CSLB marks them approximate.
What it testsCSLB's sectionsShare of the exam
Running the businessContract Requirements and Execution (21%), Employment Requirements (20%), Business Finances (15%)56%
Licensing and safety rulesBusiness Organization and Licensing (13%), Safety (14%)27%
Insurance, liens and public jobsInsurance and Liens (12%), Public Works (5%)17%

Someone who has worked for a contractor for years knows the job site well. This exam asks about the other side of the business: contracts and payments, hiring and payroll, workers' compensation insurance, and liens. License Ladder for Law & Business is built for exactly this exam: the printed 142-card deck, digital study guides and one year of the app, $99.

Candidates are split. In the forum threads we read, some name Law and Business as their main worry or describe failing it more than once, while others feel sure of it and worry more about the broad trade exam. Some also wish they could review the questions after the exam. CSLB does not release test questions or answer keys; a failing report shows your score and a breakdown by section.

That does not give Law and Business the lower pass rate. In fiscal year 2022/23, CSLB’s overall pass rate was 57% on Law and Business, against 44% on General Building, and General Building had the lower rate in each of the four years in CSLB's 2023 report. Law and Business surprises people because it tests the business they are about to run.

General Building (B)

What makes the General Building (B) trade exam hard?

Its range. CSLB's General Building (B) outline lists 14 trade topics in Core Trades (30%) and Finish Trades (20%) alone. They run from plumbing, electrical and roofing to tile, cabinetry and landscaping, well past any one trade.

CSLB's General Building (B) outline, study guide 13E-B (03-2026), for exams scheduled on or after January 1, 2025
SectionWeightWhat it covers
Planning and Estimating15%Scope of work and code compliance, design and construction errors, plans and specifications, field inspections, project coordination, cost estimates
Framing and Structural Components20%Subfloor, wall and roof framing, seismic hardware, siding and stucco, decks and stairs
Core Trades30%Plumbing, electrical, HVAC, concrete, earthwork and surveying, insulation and weatherproofing, roofing
Finish Trades20%Painting and wall coverings, tile and stone, floor covering, cabinetry and millwork, plaster and drywall, windows and doors, landscaping
Safety15%Personnel safety, traffic control, environmental safety

The format adds to the range. CSLB's study guide says some questions require math, and one of the B guide's own sample questions asks for the volume of a cylinder. CSLB's March 2026 exam handout says some questions may refer to a diagram or drawing. On the General Building exam those images are now on screen: as of July 2026, CSLB listed B among 16 exams that no longer need physical booklets.

The codes behind it add to the scope. The B study guide names eight 2025 California Title 24 codes, including the Building, Residential, Electrical, Plumbing and Mechanical Codes, and the exam is closed book. With License Ladder, you can add General Building to Law & Business for $50 more ($149 total) and get the printed 177-card General Building (B) deck, so you prepare for both exams in one place.

Every other trade exam has its own CSLB outline and section weights. The General Building outline is covered in more depth on our General Building exam page.

What the format demands

What does the CSLB exam format demand?

Recall without notes, on a clock. The Law and Business and trade exams are closed book and multiple choice, with four choices and “only one BEST answer,” and you get 3½ hours for each. CSLB publishes neither the number of questions nor the passing score.

The exam rules in CSLB's and PSI's words, and what each one means for you
RuleWhat CSLB or PSI saysWhat it means for you
Closed book“No reference materials may be used during the examination.”Deadlines, dollar limits and code values have to be in your head.
Time3½ hours per exam. PSI's tutorial, up to 15 minutes, does not count, and the minutes remaining show at the top of the screen.CSLB’s guides say “Plenty of time is provided.” License Ladder’s timed mock exams get you used to the clock.
Question styleFour choices, “written to provide only one BEST answer.”Read all four choices before you pick. More than one can look close.
Math“Some questions require mathematical computation. A calculator will be provided.”Personal calculators are not allowed in the room; you use the one provided.
Drawings“Some questions may refer to a diagram or drawing.”Expect some questions to show a drawing, not just text.
Guessing“There is no penalty for guessing.”Answer every question, even when you are unsure.
Passing scoreNot published. The percentage needed “varies for each exam.”There is no number to aim for. License Ladder’s readiness score turns green when you’re ready to pass.
Number of questionsNot published by CSLB or PSI.Pace yourself by the minutes remaining on screen, not by a question count.

You get your result before you leave the test center. A passing report says you passed but does not show your score. A failing report shows your score and how you did in each section. Our retake guide covers the wait and the fee. If you reached a green readiness score before the exam and took it within 12 months of purchase, License Ladder’s pass guarantee refunds your purchase when you send the official result within 60 days.

How the exam is built

Who writes the CSLB exam, and how current is it?

Working contractors do. CSLB’s study guides say every question is “written and reviewed by licensed contractors who are actively working in the trade.” CSLB also says state law requires each exam to be updated at least every five to seven years.

CSLB says passing its exams “verifies that a license-holding contractor can perform their work in accordance with industry standards and legal requirements.” Each exam is rebuilt in two phases, and the second is where the passing score is set.

  1. 1

Find out what the job requires

CSLB interviews a statewide sample of active California licensees in the classification to draft a list of the job’s tasks and knowledge. Licensees serving as subject matter experts then refine that list in workshops and a large online survey. The result is the exam outline: the topics, and how much each one counts.

  2. 2

Write the questions and set the passing score

More workshops with subject matter experts review and revise existing questions, write and review new ones, and determine the passing score. CSLB’s own guide says the percentage needed to pass “varies for each exam.”

  3. 3

    Release the new exam

CSLB says a full revision takes about a year. Its 2025 report lists a new General Building (B) exam among the exams it completed that year, and the current B study guide covers exams scheduled on or after January 1, 2025.

Law and Business is in progress. CSLB completed a new occupational analysis for Law and Business in 2025, and as of July 31, 2026 it listed the exam in item bank development, the phase where questions are written. The study guide revised in March 2026 still shows the outline for exams scheduled on or after December 1, 2021.

Each part of the method answers something on this page. The exam is closed book, so you study the printed cards and digital guides until the rules are yours. FAQ

Questions people ask about how hard the CSLB exam is

The CSLB Law and Business exam had an overall pass rate of 57% in fiscal year 2022/23, counting retakes, with 17,737 candidates, according to CSLB's 2023 Sunset Review Report. From 2019/20 to 2022/23, the Law and Business pass rate stayed between 52% and 58%. As of October 2026, CSLB has published no newer per-exam rates for all candidates. In fiscal year 2017/18, the last year CSLB reported it by exam, 74% of first-time Law and Business takers passed.

CSLB reports that 71% of first attempts at CSLB exams passed in fiscal year 2022/23, compared with 37% of retakes, in CSLB's 2023 Sunset Review Report. From 2019/20 to 2022/23, first attempts passed 71% to 76% and retakes 37% to 40%. The 2023 report combines all exams; CSLB's 2018 report, the last with first-time rates by exam, showed 60% for General Building and 74% for Law and Business in fiscal year 2017/18. To walk in ready the first time, use License Ladder as directed until your readiness score turns green.

Not for General Building or the other busiest trade exams, by CSLB's pass rates. In fiscal year 2022/23, CSLB's overall pass rate was 57% on Law and Business, compared with 44% on the General Building (B) trade exam, per CSLB's 2023 Sunset Review Report. Every trade exam with more than 1,000 candidates was below 50% that year. Law and Business can feel harder to tradespeople for another reason: by the weights in CSLB's study guide, about 56% of it is contracts, employment and business finances.

One reason shows in CSLB's outline: the CSLB Law and Business exam tests the business, not the trade. By the weights in CSLB's study guide (03-2026), about 56% of it is contracts, employment and business finances. Another 12% is insurance and liens. License Ladder for Law & Business is built for this exam: a printed 142-card deck, digital study guides and one year of the app, $99.

Yes, pass rates differ by trade, but none of the busiest is high. In fiscal year 2022/23, every CSLB trade exam with more than 1,000 candidates had an overall pass rate below 50%, per CSLB's 2023 Sunset Review Report. They ranged from 38% on C-27 Landscaping to 49% on C-10 Electrical, with General Building (B) at 44%. Each CSLB trade exam has its own outline and section weights.

Yes: CSLB's most recent per-exam pass rates are in its 2023 Sunset Review Report. They cover fiscal years 2019/20 to 2022/23 and show no steady trend: General Building (B) ran 40%, 53%, 41% and 44%, and Law and Business 52%, 58%, 54% and 57%. These rates predate the General Building exam CSLB completed in 2025. As of 19 October 2026, CSLB has published no newer rates for all candidates; its 2025 report gives before-and-after rates for the Spanish exams only.

Because CSLB does not publish a passing score. Its Get Licensed to Build guide says the percentage needed to pass “varies for each exam.” CSLB's September 2026 Board packet says subject matter experts set the passing score when exam questions are developed. As of October 2026, no fixed percentage appears in CSLB's study guides, its Examinations FAQ or PSI's candidate bulletins. CSLB says applicants can ask it for the percentage needed on their exam.

Exact rules and numbers. The CSLB Law and Business and trade exams are closed book: CSLB's study guides say “No reference materials may be used during the examination.” The sample questions in CSLB's March 2026 study guides show the level of detail. One asks how many days you have to return an agreement to arbitrate. The answer is 30 calendar days. Another asks the minimum width of a residential hallway under the California Residential Code. The answer is 36 inches.

Each CSLB study guide prints three “typical examination questions,” each with four choices and the answer marked. One question in the Law and Business guide, 13E-LAW (03-2026) asks what decides how often an employer's payroll deposits go to the IRS. The answer is the amount of payroll liability. License Ladder's free CSLB practice test uses the same four-choice format, with an explanation for each answer.

Only in topic and format. CSLB does not release its exam questions or answer keys; our General Building exam page covers that rule. What practice questions can match is what CSLB publishes: the section weights in each CSLB study guide, the four-choice format written to provide “only one BEST answer,” and the three typical examination questions each guide prints. Be wary of anyone who claims to sell the real CSLB questions.

Not yet, as of October 2026, but CSLB is working on it. CSLB's Law and Business study guide, revised in March 2026, still covers exams scheduled on or after December 1, 2021. CSLB completed a new occupational analysis for Law and Business in 2025, and as of July 31, 2026, it listed the exam in item bank development, where new questions are written. The General Building outline already changed for exams from January 1, 2025.

Yes. CSLB's General Building (B) study guide, for exams scheduled on or after January 1, 2025, puts 30% of the exam in Core Trades. That section lists plumbing, electrical, HVAC, concrete, earthwork and surveying, insulation and roofing. Another 20% is Finish Trades, from painting and tile to cabinetry, drywall and landscaping. Framing and structural work is 20% more. Planning and Estimating and Safety make up the last 30%. The full outline is on our General Building exam page.

CSLB does not publish which sections of the CSLB Law and Business exam candidates score lowest on: section results go only to each candidate, on a failing score report. What CSLB does publish is each section's approximate weight. In CSLB's study guide (13E-LAW, 03-2026), the largest are Contract Requirements and Execution (21%), Employment Requirements (20%) and Business Finances (15%); the smallest is Public Works (5%).

Prepare with License Ladder and use it as directed. Study the printed cards and digital study guides 20 minutes a day, then work the app’s practice questions and timed mock exams until your readiness score turns green, and take the exam. That matches how CSLB tests: multiple choice, four choices per question and 3½ hours per exam, per CSLB’s Examinations FAQ. Reaching green is also the first condition of License Ladder’s pass guarantee.

When License Ladder’s readiness score turns green, you’re ready to pass. You need a signal like that because CSLB publishes no passing score: its Get Licensed to Build guide says the percentage needed to pass “varies for each exam.” Use License Ladder as directed: study the cards and digital guides, and work the practice questions and timed mock exams until you turn green. Green is also the first condition of the pass guarantee.

Many do. CSLB first ran its candidate exam experience survey in September 2024. In it, 35% of English-speaking candidates reported difficulty understanding exam terms, and so did 70% of Spanish-speaking candidates, according to CSLB's 2024 Accomplishments and Activities Report. CSLB then added an option on its Spanish exams to view each question in English. For Spanish speakers, License Ladder's site and app run in Spanish, the cards are printed in Spanish, and the Exam Coach answers in Spanish.

CSLB has not ranked states’ exams, but it reports similar pass rates: its 2023 Sunset Review Report says the overall pass rate for all CSLB exams mirrors that of NASCLA, which writes open-book exams used by states without their own. At CSLB’s June 5, 2026 Board meeting, the Registrar named two differences: California’s trade exams include state-specific code questions, and California requires closed-book exams while most other states allow open-book testing.
